Finney County commissioners approve interlocal grants, consultant contracts and HR study; votes at a glance

At its May meeting the Finney County Board of Commissioners approved two interlocal agreements to close federal DOJ Byrne/JAG awards, renewed a consulting contract for appraisals, authorized an HR compensation study contract, accepted a KDOT $2 million award for the Northwest Industrial Park, and approved an HRRR safety project for Old 83.
Key outcomes from the Finney County Board of Commissioners meeting on May 20, 2025:
- Interlocal agreement (DOJ/Bureau of Justice Assistance, 2021 grant): Approved. The award was $13,964; the county’s share to be retained by the City of Garden City is $6,982. Staff said the interlocal must be signed by both the city and county to complete the award.
- Interlocal agreement (DOJ/Bureau of Justice Assistance, FY2023 grant): Approved. The award was $14,395; the county’s share to be retained by the City of Garden City is $7,197.50.
- Appraisal consulting agreement (Macaulay and Associates): Approved. The county’s appraisal staff recommended Macaulay and Associates for broad appraisal support, training and access to statewide analytics. The contract was included in the 2025–26 budget under professional services; staff said this is the same consultant relationship that has been in place since the statewide reappraisal initiative.
- KDOT Economic Development Program agreement (Northwest Industrial Park): Approved. KDOT awarded $2,000,000 for construction costs related to roadway improvements. County and stakeholders will cover preliminary engineering and any construction costs above the award; staff indicated the county’s estimated portion of overage could be in the mid-hundreds of thousands but depends on bids.
- HRRR programming request (Old 83 safety improvements): Approved. The project was awarded $600,000 for construction. The program pays 90% of construction; the county covers preliminary engineering and 10% of construction and construction engineering costs.
- Classification and compensation study contract (McGrath Human Resource Group): Approved. The county approved a contract for a compensation/classification study estimated at $71,950 based on approximately 70 job descriptions; the final cost may vary with the final number of positions reviewed. The board authorized the interim county administrator to sign the agreement.
Votes and procedure: For each item above the commission moved, seconded and the chair called for the ayes; the transcript records “motion carries” or similar confirmations after votes. County counsel confirmed documents were in form where noted.
What’s next: Staff will finalize interlocal signatures for DOJ grants, execute consultant contracts, proceed with HR study work, finalize KDOT contract paperwork and continue design and cost-allocation work for the Northwest Industrial Park and the Old 83 HRRR project.
Ending: The commission also received the 2024 financial audit presentation from external auditors (unmodified opinion; no material weaknesses reported) and authorized staff to pursue negotiated resolutions in executive sessions where appropriate.
