Keizer City Council voted on June 2 to award the Claggett Creek Watershed Enhancement Project contract to K and E Excavating Inc., following a formal public bid process.

The project will remove an artificial berm, plant native wetland vegetation, install a boardwalk (concrete at approaches and composite through wetland areas), and improve water quality by increasing infiltration and vegetative filtering. The project will also preserve open water areas for waterfowl and provide a new pedestrian connection from Chemawa Road to Dearborn.
Procurement and finance: staff solicited bids and reported a low bid below the engineer's estimate. Because the stormwater fee increase adopted earlier produced reduced revenue relative to staff's original request, the council also adopted, as a budget amendment, a $200,000 interfund loan (Transportation Improvement Fund -> Stormwater Fund) to allow the project to proceed in the 2025 construction season.
