County reviews landfill scale-house project; officials plan automated kiosks and phased construction

Stephanie Wilkie of Great West Engineering updated the Board of County Commissioners on the landfill/site-improvement project, describing the design as roughly 90% complete and outlining next steps toward advertising the project for bids.

“For you guys today, we have what will be call it a 90% done,” Wilkie told the board, noting that the remaining items are technical reports (compaction tests, geotechnical data) and that she anticipated going out to bid in two to three weeks unless the board requested major changes. She said several contractors had already expressed interest.

Wilkie described project features including a new scale house with two inbound scales, one lane dedicated for account holders with a kiosk that would let a customer enter a BIN number and print a receipt, and the potential to integrate RFID or window stickers for commercial accounts. She also said the plan includes running a sewer and water stub to the county’s weed and mosquito building while on site.

County staff and Wilkie discussed construction sequencing to avoid disrupting daily operations: the proposal calls for much of the work to be off the main line of traffic and for contractors to coordinate no‑go times or after‑hours work where necessary to limit impacts during peak truck traffic.

The consultant said the team expects project completion around October and that printed sets of project documents could be made available to county staff and Dan (facilities) for review before bidding.

Ending: No formal board action was recorded on the project at the meeting; staff will complete technical reports and proceed toward bid advertisement if there are no major changes.
