Kiana (TCEQ Financial, Managerial & Technical Assistance) reviewed the FMT program available to public water systems seeking free assistance on capacity, financial and technical matters.
The FMT program runs five assistance types: capacity assessments (commonly tied to funding applications), FMT assistance task lists (41 topical tasks ranging finance, managerial, and technical topics), consolidation feasibility and facilitation, Drinking Water Operator Training modules (DAMS) and special assignments for conferences or workshops.
Kiana said TCEQ contracts with the Texas Rural Water Association (TRWA) to provide much of the on-site and virtual assistance. Systems request help by emailing fmt@tceq.texas.gov with the public water system name, seven-digit PWS ID, contact name, phone and email, and a short description of needed assistance; supplemental documents (CCI letters, exit interviews) may be included to speed triage.
Typical assistance topics include lead service-line inventories, monitoring-plan help, MCL/TTHM compliance, water-loss and conservation, emergency preparedness, and managerial and staffing support. Kiana noted there is no limit to the number of FMT assignments a system may request and provided a direct phone line for routing to FMT staff.
