Halifax County adopts revised personnel policy; changes take effect July 1

Halifax County commissioners voted June 2 to adopt an updated, consolidated personnel policy designed to replace earlier separate documents (standard operating procedures manual and employee handbook) and to reflect legal and administrative changes identified after three years of using the current policy.
Kristen Shotwell, human-resources director, told the board the 2022 personnel policy had been intended to consolidate guidance but staff found inconsistencies among the three documents employees had to consult. The adopted changes fold travel and expense procedures into the main policy, add a new professional-appearance standard (replacing the prior “dress code” label), and remove paid-leave provisions for part-time employees that were previously included.
Notable revisions approved by the board include new language requiring an employee who transfers between departments to serve a new probationary period when appropriate, an expanded shared-leave eligibility so employees who qualify for Family and Medical Leave Act (FMLA) leave are eligible to request donated shared leave, and an explicit effective date of July 1, 2025 for the changes. The resolution that adopts the amendments comprises detailed policy language and was presented alongside an executive summary of the highlights.
Commissioners asked clarifying questions about part-time leave eligibility, the shared-leave lifetime maximum (the policy retains a 150-hour lifetime maximum for donated shared leave), and whether the holiday schedule follows the state calendar; staff confirmed the policy will adopt the state-observed holiday schedule and that the HR office will publish the updated personnel policy and notify employees before July 1.
The motion to adopt the resolution passed unanimously. HR will publish the finalized policy and distribute guidance to departments ahead of the effective date.
