Committee amends entertainment-zone ordinance, continues the measure to June 9

The Rules Committee on Monday approved amendments to a city ordinance that would create or affirm multiple entertainment zones across San Francisco and then continued the item to the committee’s next meeting on June 9 for further work on the duplicated file and management plans.
The proposed ordinance would amend the Administrative Code to create entertainment zones at multiple locations, including the Valencia Street Entertainment Zone, the Pier 39 area, Folsom Street between Seventh and Eighth streets, Ellis Street between Stockton and Powell, and a downtown activation location at Yerba Buena Lane, and to affirm a planning determination under the California Environmental Quality Act (CEQA).
Supervisor [first name only recorded as] Mahmoud asked to add Hayes Valley and the Bayview (Yosemite Avenue, the blocks between Mendel and Third Street, and Lane Street between Third and Armstrong) to the duplicated file; the committee accepted the amendment. Supervisor Shamann Walton described the Bayview additions as an opportunity for longstanding neighborhood businesses to host special events “in a manner that is inclusive of not only the businesses in the area but the communities in the area.”
The committee heard public comment both in favor and with concerns. Andrew Signer, representing the Hayes Valley Neighborhood Association, said Hayes Valley is an ideal fit and described recent neighborhood events — free tango classes, a live jazz performance and yard games on the promenade — and merchant support for the amendment. “This would be an awesome addition,” Signer said of the Hayes Valley inclusion.
One public commenter criticized the policy from the perspective of homelessness and media portrayal, urging attention to local criminalization policies and historical context in coverage; the comment included historical comparisons and recommended solutions-based reporting. The committee did not adopt any policy changes in response to that public comment during the meeting.
After approving the amendments without objection, the committee voted to continue the ordinance to the next Rules Committee meeting on Monday, June 9, 2025, for further consideration, including management-plan coordination with the Office of Economic and Workforce Development, SFPD and neighborhood groups. No final ordinance adoption occurred; the item remains under committee review.
