Finance committee advances second-quarter appropriations ordinance (Ordinance 25-38) to full council

The Delaware City Finance Committee voted unanimously June 2 to forward Ordinance 25-38, the city’s 2025 second-quarter appropriations ordinance, to the full City Council for consideration.
The ordinance bundles several budget adjustments and transfers. Staff highlighted a roughly $1.1 million transfer to supplement the equipment replacement fund through the capital improvement fund and a planned repayment to the general fund for an advance to the self-insurance fund. Finance staff said the city fronted the self-insurance fund about $1.5 million last year to cover an unusually high number of claims; that advance is being returned to the general fund under the package.
The packet also contains program-specific allocations, including a reactivated sprinkler grant for the fire department. Finance staff said the new food court on Sawmill Parkway has been selected as the $200,000 grant recipient to install overhead sprinklers for safety.
Committee members asked few questions during the review; a motion to recommend the ordinance to full council was moved, seconded and then approved in a roll call vote in committee. Committee members recorded “yes” votes for Mr. Hoffman, Mr. Haynes and Chair Schafer.
The ordinance will be presented to City Council at its next meeting for final action.
