Commission approves replat for Downtown East–West lots to enable Main Street connection and city parcels

The Planning and Zoning Commission approved a five-lot nonresidential replat associated with the Downtown East project. The replat subdivides property owned by the city and First United Methodist Church to accommodate a new segment of Main Street and to clarify parcel boundaries for upcoming downtown construction.
Staff said the Downtown East project (new city hall and recreation center) is already under construction; the replat covers the portion of Downtown East going west toward railroad and splits two existing lots into five, including the 497 feet of future Main Street. Under an exchange agreed with the church, the city purchased the north side of Main Street from the church and will convey the former “gin tract” (former food-truck court area) to the church to allow new parking on the south side of Main Street.
City staff noted Main Street will include parallel parking and extended sidewalks consistent with the downtown concept. The replat also accounts for TxDOT right-of-way (the gin tract) that will remain vacant; staff said a memorandum of understanding with TxDOT governs coordination for crossing that right-of-way.
No public speakers addressed the replat at the hearing. The commission moved, seconded and approved the replat; staff said remaining final-plats for the parcel west to the railroad will be considered separately as construction proceeds.
