Pflugerville commission forwards 2025 CDBG action plan to council; majority of funds earmarked for Parkway Drive

The Pflugerville Planning and Zoning Commission voted to forward the city’s 2025 Community Development Block Grant (CDBG) annual action plan, which staffs said will be sent to City Council for final approval ahead of the U.S. Department of Housing and Urban Development (HUD) August deadline.

Planning staff explained the entitlement grant, administered by HUD, must meet one of three national objectives (benefit low- and moderate-income persons, prevent/eliminate blight, or meet an urgent need). For the 2025 program year the city expects a total CDBG allocation of $347,221, an increase of roughly $20,000 from the prior year, staff said.

Staff said the majority of the 2025 award is earmarked for the completion of Parkway Drive (construction anticipated in fiscal year 2026). Approximately $10,000 is identified for youth and senior scholarships; the remainder is set aside for administration. Staff noted the five-year capital improvement plan includes funding to complete Parkway Drive if federal funding were reduced after the plan is submitted.

Commissioners discussed potential projects that were raised during outreach, including food-insecurity programs and lead-paint remediation for older homes. Staff said Travis County currently provides countywide food-access resources and that city staff is exploring other local projects but had not identified a project that would exclusively serve Pflugerville residents at the time of the presentation. On lead remediation, staff said Travis County has resources and staff has directed residents to those county programs; staff said the city does not currently maintain a city-administered lead remediation program and does not have an identified parcel-level list of affected homes.

Staff recommended approval to forward the plan to council; the commission voted to approve the action plan for submission.
