Commission approves minor amendment shifting greenway in Northpointe PUD

The Pflugerville Planning and Zoning Commission voted to approve a minor amendment to the Northpointe Planned Unit Development that relocates a greenway on the PUD’s eastern campus and adds a one-acre minimum sizing provision for parkland credit.
City planning staff presented the amendment, explaining the greenway as originally shown in the center of the parcel would be difficult to make publicly accessible given the site’s evolving private development layout. Staff said the developer proposed moving the greenway to the north portion of the eastern campus where it would be more accessible and function as a public amenity.
The amendment requires that the relocated greenway be at least one acre to count toward the PUD’s parkland dedication; if it is smaller than that, the applicant must provide parkland dedication or pay fees in lieu under the Unified Development Code (Subchapter 14). Staff also described updates to the private street network; public streets shown on the concept plan were unchanged.
An applicant representative, Michelle Lynch of Metcalfe, Wolf, Stuart & Williams, confirmed the total acreage for the eastern greenway requirement remains at least 3.2 acres across the eastern portion of the PUD and clarified that a separate prior amendment addressing memory-care uses was not changed by this request.
Commissioners asked about the southern detention pond area and connectivity; staff said the southern detention basin is roughly two acres and will include a trail around it and enhanced landscaping, but will not count as parkland. Staff recommended approval of the minor amendment and the commission voted to approve the request.
Staff noted the amendment met the criteria for a minor amendment to the PUD and that public streets (Colorado Sands and Geraldine) are not moved by the amendment. The amendment will be implemented through subsequent site plan and subdivision steps required for private development.
