SAN JOAQUIN COUNTY — The Deferred Compensation Advisory Committee discussed upcoming administrative matters including a fall election, the possibility of rescheduling the August quarterly meeting and drafting bylaws to clarify committee succession and chair backups.
Committee chair Miss Goodman announced that terms for the representative and alternate (including member Kathy Herman and alternate Steve Hopkins) will end later this year and that Human Resources will conduct the election beginning in August with results in December. “Later this year, we will be holding an election,” she said.
Nut graf: With key staff attending a conference in late August, the committee asked staff to poll members for alternate dates and to draft bylaws that define committee roles, including a vice chair or designated backup to preside when the chair is unavailable.
Members raised schedule conflicts for the planned Aug. 28 meeting and asked staff to circulate date options; one committee member suggested Aug. 21 as an alternative. Staff said they would poll members and return with proposed dates and required notices. The assistant director of Human Resources and the chair plan to attend a professional conference and sought the committee’s support in rescheduling the meeting to maintain quorum and vendor participation.
Bylaws and vice-chair discussion: Members asked HR to draft bylaws or administrative guidance to clarify how meetings are handled when the chair is absent. One committee member suggested naming the auditor-controller as vice chair if a permanent vice chair is designated; staff said bylaws drafts would be brought to the committee for approval.
Other administrative items covered in the session included a staff commitment to research recordkeeping requirements for the IPS history section and a reminder that May is open enrollment and that staff continue in-person and virtual outreach.
