Draft 2026–2031 TIP projects approved by regional council; public review set for July

WFRC staff presented the draft 2026–2031 Transportation Improvement Program (TIP) project list at the TransCom technical advisory meeting on May 28, reviewing funding categories, recommended projects and the schedule for Transcom action and public review.
Staff said the draft lists include projects recommended by the Ogden–Layton technical committee and those recommended by the Salt Lake area TAC, grouped across federal funding categories: Surface Transportation Program (STP), Congestion Mitigation and Air Quality (CMAQ), Carbon Reduction Program (CRP) and Transportation Alternatives Program (TAP). The projects recommended by the local TACs were forwarded through Transcom to the regional council and approved as draft projects.
Key figures provided by staff: the Ogden–Layton area recommended six STP projects totaling $10,000,000; the Salt Lake area recommended STP projects totaling $22,500,000. The Ogden–Layton CMAQ recommendations (Weber County and North Ogden projects) total $4,000,000, while Salt Lake area CMAQ recommendations total approximately $5,400,000. For the CRP category, Ogden–Layton recommended projects total roughly $1.4 million and Salt Lake approximately $2.4 million. For TAP, the Ogden–Layton area recommended three projects totaling $1,200,000 and the Salt Lake area recommended three projects totaling $2,100,000.
Staff explained next steps and a timeline: Transcom will consider the draft program in June; if Transcom takes action the TIP will be released for public review and comment during July, including an electronic copy of the program and an interactive map. Staff said they plan a public open house in July (location to be determined, with options near the intermodal center or closer to Lindquist Field) and encouraged committee members to review projects online and solicit public comments. The committee will reconvene in August to review any feedback from the open house and make recommendations back to Transcom and the regional council, after which the final TIP for 2026–2031 would be adopted.
Staff asked members to review the full electronic package and to submit positive as well as critical feedback; they said a public comment period and open house will be scheduled once Transcom has acted on the draft. Materials, tables and an interactive map will be distributed electronically when the draft is released for public comment.
