The Town of Brownsburg Advisory Plan Commission on May 28 handled a slate of procedural and regulatory items: it approved the minutes from April 28 and two findings-of-fact reports, acknowledged the applicant’s request to withdraw the Hawks Landing annexation and conditional rezone case, and after a staff presentation voted to forward mid-year amendments to the Unified Development Ordinance (UDO) with a commission amendment to add R3 references in the animals/keeping section.
Early in the meeting the commission approved the April 28, 2025 meeting minutes by voice vote and accepted two findings of fact and determinations: PSDP-25-1 (Liberty Junction townhomes development plan review) and PSDP-25-2 (Ronald Reagan Logistics Park at I‑74 development plan amendments). Staff then opened continued public hearings and noted a withdrawal: the applicant for PCCZ-24-3 (Hawks Landing entrance annexation/conditional rezone) formally requested withdrawal and the commission individually acknowledged the request; the public hearing for that case was closed.
Staff next presented a range of recommended corrections and clarifications to the UDO. Proposed edits addressed technical cross-references, use-table adjustments for the motorsports district (re-adding or clarifying permitted uses such as hotel/motel, lab research, light manufacturing and fitness studios, and returning several uses to the permitted or special-exception columns), and clarifications that certain development-plan-review items — including new nonresidential accessory structures over 500 square feet, and multifamily projects larger than six units — should come to development plan review rather than be treated administratively. Staff also proposed clearer cross-references for fence and height rules and several minor corrections and formatting updates.
During discussion commissioners raised substantive additions. Commissioner Pabst moved — and the commission approved — an amendment to add R3 to chapter 4 (page 94) in the section on keeping animals so that R3 zoning would be governed by the same acreage and lot-size limits as the other listed zones. The commission then voted to forward a favorable recommendation to Town Council for the UDO text amendments as amended; the motion passed on roll call.
Staff and commissioners reminded the public that some roads discussed during the Auburn Ridge West hearing (notably Tilden Road) are county-owned and that the town will coordinate with Hendricks County and seek grant funding (MPO and other sources) where possible. Staff also said the town plans to begin a capital-improvement planning process in the 2026 budget year to identify and prioritize infrastructure needs, including future transportation projects.
