The Planning Commission recommended the Board of Supervisors approve a code amendment that reassigns approval authority for vendor carts in the Downtown Mixed Use District from the Redevelopment Advisory Citizens Committee to the Community Development director.
Hope Sullivan, planning staff, said redevelopment advisory committee caseloads have been minimal in recent years because the board prioritized infrastructure spending rather than incentive packages; the redevelopment committee has not been active and many terms have expired. The proposed amendment would maintain existing vendor cart standards but have the director review and approve requests rather than the advisory committee, simplifying the process while preserving public hearings before the Redevelopment Authority and the Board of Supervisors where applicable.
Commissioners asked whether public input would be reduced; staff clarified the Board and Redevelopment Authority will still act at public meetings on redevelopment matters and that the change only moves vendor cart approval authority to an administrative director decision. Commissioner motioned to recommend approval of the amendment to replace authority in section 6.692 and the motion carried by voice vote.
