The Carson City Planning Commission on Wednesday approved a special‑use permit to allow a 500‑square‑foot attached accessory dwelling unit at 2530 Sycamore Glen Drive.
City planner Heather Farris told the commission the subject property is zoned SF‑6 and that an ADU is a conditional use in that district; staff reviewed the proposal for compatibility with Division 1.4 of the Carson City Development Standards and concluded the elevations, materials and proposed parking meet those standards. Staff noted the ADU includes one bedroom, a bathroom, kitchen and living space and that the applicant confirmed no private restrictions (CC&Rs) prevent the use. Steven Pote of Public Works also put on the record that water and sewer capacity exists to serve the ADU.
The applicants, Janine and Matt Green, said the unit is for their daughter and that there is no internal access between the main residence and the ADU. Commissioners asked about the parking arrangement and neighborhood parking patterns; the applicants said the proposed parking uses an existing RV pad and that corner lot geometry creates side‑of‑house parking.
Commissioner Pazelle moved to approve special use permit LU2025‑0150 based on the six required findings and subject to the conditions in the staff report; the motion was seconded and passed by voice vote. No recorded roll‑call tally was read into the record.
The approvals are conditioned on the standard findings and the conditions listed in the staff report, including design compatibility with the main residence and meeting the ADU parking and setback requirements. Public comment consisted of one speaker who raised general neighborhood safety and fire‑hazard observations for the summer months. The commission’s approval does not alter private covenants; the applicants stated on the record they will comply with any applicable CC&Rs.
The commission moved on to other agenda items after the vote.
