Public raises concerns about interim city hall process, CBRE representation; council continues campus partnership review

The Boca Raton City Council on May 27 heard public comments raising questions about transparency and potential conflicts of interest in the city’s search for an interim city hall and ongoing government campus partnership discussions.
During public comment, resident Jonathan Anjian said the city’s retained commercial real-estate consultant, CBRE, represents most of the properties under consideration and urged the council to ensure taxpayers receive the best possible terms. Anjian said CBRE “represents the greenhouse, Mr. Wigder’s old, property,” and listed addresses and properties he believes are represented by CBRE, including 6501 Congress Avenue and parcels in Park of Commerce. He argued the local market lacks demand for large light-industrial spaces and warned the city could be paying excessive concessions, saying owners may hold space in hope of being selected for interim city hall. He urged the city to make proposed lease terms public so landlords compete for the business.
A second public commenter identified as Mr. Mayer disclosed that an affiliate of a company to which he previously sold property submitted a site proposal; Mayer said he contacted the Florida Commission on Ethics and confirmed he is no longer selling to that entity and was not a prohibited party. Mayer said he is a tenant of the company but not selling to them and placed the disclosure on the record.
Council asked staff for clarification about CBRE’s role. Mr. Brown confirmed that CBRE is evaluating properties that it does not represent on the landlord side as well as properties it does represent. City staff offered no substantive update on the government campus partnership at the council meeting, noting the topic was discussed extensively at the earlier workshop and that the item will remain on future agendas for further consideration.
No formal action was taken; the council amended the agenda earlier in the meeting to add item 10B (the FIFA police services resolution) and otherwise continued review of the government campus partnership as a future agenda item. Public commenters requested greater disclosure of lease terms and concessions and urged competitive bidding and transparency in selecting an interim site.
