Boca Raton approves police services agreement for FIFA Club World Cup team base camp

The Boca Raton City Council on May 27, 2025 adopted Resolution 77-20-25 authorizing the city manager and city clerk to execute a police services agreement with FWC 20 26 US Inc. The resolution recognizes Boca Raton’s selection as a FIFA Club World Cup 20 25 team base camp and directs the Police Department to provide security and public-safety support, with full reimbursement by the tournament organizer.

City Manager Mr. Brown told the council that “Boca Raton has been officially designated by FIFA 26 as a team base camp city for the FIFA Club World Cup 20 25” and that the attached agreement “provides the scope of services that would be undertaken by the Police Department and provides for full reimbursement.” He also noted a scrivener’s correction in the draft resolution: on page 3 the reference should read “section 3.”

Council members asked staff whether FIFA had specified staffing needs and whether the reimbursed fees would cover the city’s costs. Mr. Brown said there had been “extensive cooperation between the organization and the police department, as well as the sheriff’s office and other agencies,” and later confirmed the reimbursement would meet or exceed the city’s costs so there should be no negative fiscal impact on the city’s finances.

No members of the public spoke on the item. Councilmembers moved to adopt the resolution with the clerical correction; the motion passed 5-0.

Councilmembers also commented on the prestige of hosting teams: Mayor Singer said it was “very exciting to have 10 time English premier league champion Manchester City here in our city,” and noted Lynn University’s role as a host in Boca Raton.

The resolution authorizes the city manager and city clerk to sign a police services agreement with the tournament organizer; it does not adopt new policies or change police practices beyond the scope of the agreement and reimbursement terms identified in the contract.
