Staff also reported that the city awarded a roughly $10 million contract for HSC (Healthy Streets/Complete Streets) improvements. The package includes a transit station at Norma and Felspar, paving and extension of Felspar through Norma, paving Felspar from La Paloma to China Lake Boulevard, paving and widening Florence, adding bike lanes, and ADA upgrades on Drummond, Las Flores and Norma. Storm drain improvements and deepening of a local sump were also listed; staff said those measures should reduce standing water in areas that flooded during Tropical Storm Hillary.
Staff clarified that the AHSC grant was tied to the Mohave View Apartments project and that certain elements must be completed by the end of 2026. The report included project sequencing and the need for additional design and verification work before construction begins.
Commissioners had no formal action on the report; the presentation was informational and included questions about project scope and schedule.
