Commission approves phasing amendment for Tentative Tract Map 6775 in College Heights

The Ridgecrest Planning Commission voted unanimously to amend Tentative Tract Map 6775, allowing phasing for a 60-lot residential development in the College Heights area, staff reported.
Staff said the map lies just south of the previously considered tract and had three phases on the plan; the first phase is already complete. The site is zoned estate with a 10,000-square-foot minimum lot size. Staff told the commission the project previously received a negative declaration in 02/2006 and found no new CEQA review necessary for the phasing amendment. Staff also noted an error in the resolution (an incorrect assessor’s parcel number) that had been corrected prior to the hearing.
A commissioner moved to approve the proposed amendment and another seconded. The roll-call vote recorded five ayes: Farris, Haman, Mondragon, Poxtus and Hersefeld (listed as Percival on the prior item), and the motion carried.
Staff said the retention basin from the adjacent tract will serve this project as well and that the map covers roughly 15 acres of which a central 15-acre parcel is not part of the development. Public notices had been circulated and the item had been continued from a prior meeting; staff reported no public comments at the hearing.
The amendment authorizes phasing but does not change zoning or lot-size requirements; staff recommended approval and the commission adopted the staff recommendation.
