Planning Commission reviews FY 2025–26 planning program budget and forwards recommendation to City Council

Planning staff on May 27 presented the Planning Division’s portion of the city’s FY 2025–26 projects‑budget and summarized major program priorities, staffing changes and ongoing projects.
Planning officer Sean Menger told the commission this year is a projects budget year in the city’s 20‑year budget cycle and listed major work items: village center master plan, low‑density objective design standards, several specific‑plan updates, implementation of the housing element programs, updates to residential parking standards and park dedication requirements, and continued work on El Camino and Moffett Park projects. Menger said staff added two permit technicians and two assistant planners since last year to support permit processing and program implementation.
Commissioners asked about staffing sufficiency and consultant use. Menger said staff additions will help but noted the department is monitoring workload tied to large projects such as Moffett Park and continued state law changes that affect local planning.
The Planning Commission voted to forward staff's recommended planning program budget for FY 2025–26 to City Council. Vice Chair Davis moved the recommendation and Commissioner Pine seconded. The motion passed with four yes votes and one abstention from Commissioner Schukla; two commissioners were absent. Staff said the City Council will consider budget items in June (budget introduction on June 3 and adoption on June 17).
Ending: The Planning Commission’s recommendation will be transmitted to City Council for inclusion in the FY 2025–26 budget process; staff said it will continue to report on major projects and staffing needs during the summer.
