Fort Mill council accepts Nims Village streets into town maintenance system

The Town of Fort Mill voted to accept the streets in the Nims Village subdivision into the town’s street maintenance system after town staff reported that construction is complete and required paperwork and inspections are in order.
Penelope Karaguenas, a town staff member, presented the street-acceptance application and said the neighborhood is built out and that public works and utilities had signed off. Developer representative David Faulkner of PACE Development was present for the presentation.
Councilmember Cook and other councilmembers sought clarification about long-term maintenance funding and how the town communicates with homeowners associations. Penelope Karaguenas said the town maintains an inventory of town roadways and projects maintenance costs out 20 years; she also said utilities and planning maintain HOA contact lists and that non-maintenance agreements for private features (for example, brick pavers at a mailbox kiosk) are recorded with York County.
Karaguenas and the developer confirmed the town would accept only public streets that meet town standards and would not accept responsibility for private elements such as brick pavers or street trees in private areas. The developer recorded a non-maintenance agreement with York County that identifies such private elements and assigns responsibility to the HOA.
Council approved the resolution by motion and voice vote. Council also asked staff to ensure the town’s annual maintenance budgeting process reflects newly accepted streets once they are added to the maintenance inventory.
