Fort Mill council updates development impact fees, adopts capital improvements plan

Town staff said the change in the effective date gives them time to prepare billing and administrative materials so “we are collecting appropriate fees on day 1.”
Council opened and closed public hearings for both items with no public speakers. Chris Pettit, a town staff member, told council the only change requested before the second reading was moving the ordinance’s effective date to June 1 to allow administrative adjustments. There were no other substantive changes to the ordinance, Pettit said, and staff recommended approving the capital improvements plan as proposed.
Councilmember motions carried by voice vote after the second readings. No amendments were offered during the council discussion. The capital improvements plan will be used to identify projects eligible to receive the updated impact fees under the town’s procedures and state law.
Background: The Development Impact Fee Act at the state level requires municipalities that collect development impact fees to adopt a list of capital improvements eligible for fee funding. Town staff said the updated ordinance and plan are intended to bring Fort Mill’s fee schedule and project list into compliance with that state requirement.
Council did not identify any immediate changes to specific permit or building processes beyond the paperwork adjustments tied to the June 1 effective date. Staff will implement the revised collection procedures and notify affected applicants of the new effective date.
