Council awards Bella Breeze Community Park Phase 1 contract and allocates funds for construction

Engineering manager Araceli Casares presented the Bella Breeze Community Park Phase 1 project and recommended the council authorize funding and contracts to begin construction. Phase 1 covers a portion of the planned 18.5-acre park and includes two shaded playground areas (a toddler and a larger-kid play area), a restroom, a multipurpose field intended for junior soccer/football uses, a perimeter walking trail, picnic areas and a gravel parking area. Park lighting and asphalt parking were deferred from Phase 1 because of budget constraints; the park plan relies on side-street lighting and future phases for additional amenities.
The low bid for construction was $7,676,336. The staff recommendation included a 10 percent construction contingency, funds for PG&E electrical service connections, and construction-management and inspection services. The total requested allocation from the park fund balance was $8,593,000.33 (rounded in discussion to approximately $8.9 million) from Fund 20460, with an additional $332,760 from Fund 20450 for construction management. Ca sares said staff planned for contract notice to proceed in June and a conservative construction end date of October 2026, given winter work windows and the project schedule.
Public comment included both a speaker urging fiscal caution and residents who said the neighborhood lacked a nearby park and supported construction. Council discussed funding sources and maintenance commitments, and the mayor noted park-operating costs will be covered from the park fund established by development fees. After discussion the council voted to award the construction contract to TGR Resources, authorize change orders up to $767,600 (10 percent), allocate the fund balance, and approve a construction-management contract amount of $332,760.
Why this matters: The action moves forward construction of a long-promised regional park in the 12 Bridges/12 Bridal area. The project will add programmed playgrounds and a multipurpose field for neighborhood access, but staff emphasized that additional park buildout phases remain for the larger master plan.
