Council adopts ordinance aligning code with voter-approved charter changes on land use approvals

City and county attorney Nancy Rogers explained that the ordinance implements a voter-approved November charter amendment to section 6.4 that allows the council to approve rezonings and some property-specific land-use actions by resolution at a public hearing. Council approved the ordinance on second and final reading.
Rogers told council the change does not remove public-notice or hearing requirements and does not remove council’s approval authority; rather, it allows certain land-use approvals tied to a specific property to be decided by resolution at a public hearing, reducing procedural confusion when projects require multiple contemporaneous approvals. She said the ordinance also harmonizes references in the code to the “zoning code.”
After public hearing and no comments, council voted to adopt Ordinance 2252 on second reading; the vote was recorded as unanimous among members present (8–0) with two members attending remotely or absent at the time of the vote. The ordinance brings the municipal code into conformity with the charter amendment and is intended to streamline the public hearing schedule and notification clarity for property-specific land-use matters.
