Council allocates $160,000 for EMS station designs, approves capital moves for jail expansion

Under a recommendation from the Committee on Justice and Public Safety, council voted to authorize the county supervisor to use up to $160,000 from the capital fund balance for design services for two EMS stations (sites identified as Daniel Island and State Road). Committee materials cited estimated construction costs of about $900,000 per station; council approved the design allocation by voice vote.
Separately, council approved moving $1,125,643 from the capital fund balance to pay for capital expenses related to the jail expansion procurement. The motion specified three items: FF&E (furniture, fixtures and equipment) at $550,000; addition of safety flush valves at $225,643; and floor coating at $350,000. Committee members moved the items forward and council approved them by voice vote.
Why it matters
Approving design funds allows the county to complete construction documents and proceed toward procurement for the two EMS stations; construction funding was described as programmed in the FY26 budget. The jail-expansion items fund immediate procurement needs identified in project planning and will support contract awards when procurement concludes.
Implementation and oversight
Council directed use of capital fund balance for the design and capital-expenditure allocations. The motions authorized contract awards to appropriate contractors at the conclusion of procurement routing; staff will return with procurement results and contract actions consistent with county purchasing rules.
