The Wausau Finance Committee on May 27 approved the city’s 2025 Community Development Block Grant program year and the 2025–2029 consolidated plan, a package recommended by the Citizens Advisory Committee.
The decision followed a presentation from Tammy, a city staff member working with the Citizens Advisory Committee, who said the city had initially anticipated an allocation of $580,000 but recently learned the official U.S. Department of Housing and Urban Development allocation for Wausau is $578,864. “This year we anticipated 580,000, that's in your second column. We just found out a few weeks ago that the true allocation that Wausau is getting is 578,864,” Tammy said. Committee members voted by voice; the motion to approve was made by Alder Henke and seconded by Alder McElhinney.
Tammy described the local review process: two public hearings in the fall for applicants to present requests, followed by a Citizens Advisory Committee work session to rank applications and recommend funding. She said the small shortfall from the estimate was covered by drawing from the program’s administrative fund. “Because this was such a small amount, we just took it out of our admin pot,” Tammy said.
Alder Kinney asked for a breakdown of what the administrative fee covers. Tammy listed personnel costs and routine overhead: “My salary and Shannon's salary. And then when we have a clerical person, any time that she works on block grant, she can charge on that. Goes for the paper that we use, supplies that we use, our continuing education, stuff like that.”
A committee member asked whether any applicants who requested funds were denied. Tammy pointed to the packet chart showing all funding requests in the first column, the Citizens Advisory Committee recommendations in the second column and the actual proposed allocations in the third column.
The committee’s approval sends the plan forward after local vetting; the committee record does not show additional conditions or changes to the Citizens Advisory Committee recommendations beyond the small administrative adjustment.
