At its May 27 meeting the East Lansing City Council approved a series of consent and business items with largely unanimous votes. Highlights include:
- Consent agenda (approved unanimously): set public hearings for Community Development Block Grant (CDBG) amendments (July 15), approved a memorandum of understanding with East Lansing Public Schools to establish emergency ingress/egress from Emerson Park (MOU for Red Cedar Elementary), an MOU designating Hannah Community Center as a temporary evacuation location, emergency purchase ratification for a replacement flow meter for the Water Resource Recovery Facility ($57,601.35), and various maintenance and small‑works contracts and amendments.
- CDBG allocation (Item 6.2): Staff reported the HUD FY26 allocation to East Lansing will be $401,425, a decrease of $19,995 from FY25. The council approved the fiscal‑year 2026 CDBG budget as recommended by the citizen advisory committee with proportional reductions to non‑administrative allocations. Roll‑call vote was unanimous.
- Capital Improvements Program (Item 6.3): Council adopted the City of East Lansing five‑year Capital Improvement Program (2026–2031) and authorized transmission to the Planning Commission for input; vote was unanimous.
- School‑related MOUs (Consent items 4.5 and 4.6): Council approved an MOU with East Lansing Public Schools to establish emergency ingress/egress from Emerson Park through Red Cedar Elementary School property and an MOU for use of Hannah Community Center as a temporary evacuation shelter; both authorize the city manager to sign.
- Contracts: Council approved a one‑year janitorial services contract with Capital City Janitorial LLC at $26/hour (budget not to exceed $676,000) with renewal options; a two‑year as‑needed pavement‑marking contract with PK Contracting (FY26–27) not to exceed $90,000; and approved an amendment to the sewer cost‑sharing agreement with Meridian Township and Michigan State University to extend cost‑sharing terms for SRF loan repayment (cost shares: East Lansing 26.7%, MSU 40%, Meridian Township 33.3%). All votes were unanimous unless noted.
Council also approved a resolution to execute a school‑zone camera pilot program (consent packet) and a range of small capital and service contracts included in the consent agenda.
