The Timnath Town Council voted unanimously on May 27 to approve a contract with GLH Construction LLC for upgrades at the Main Street railroad crossing, including installation of curb and gutter, sidewalks and work required to pursue a railroad quiet zone.
Project presenter Miss Koivu Mimi told council the scope pairs a Colorado Department of Transportation (CDOT) safety grant—originally for entry gates—with town-funded work to install exit gates, curb-and-gutter and sidewalks to meet quiet-zone requirements. “Following that, the panels will be placed, which should… be finished up by June 12,” the presenter said, noting weather-dependent schedules.
The crossing project was budgeted in the town’s 2024 capital improvement program at $380,000; staff reported encumbrances to date of about $167,000, including earlier agreements and design work. The low bid from GLH Construction was about $82,000; with a 10% contingency the contract award totals roughly $90,000, staff said. Council members noted the project appears likely to finish well under the CIP budgeted amount.
Town staff described the primary goals as improved safety for vehicles, pedestrians and cyclists and enhanced multimodal connectivity along Main Street. The project team also said the railroad company’s accelerated schedule led staff to compress the town’s work timeline to match the railroad’s construction window.
Council discussion was supportive; members praised the under-budget projection and the project’s alignment with the town’s transportation master plan. The resolution to approve the contract (Resolution 40, Series 2025) passed unanimously. Voting members recorded in the meeting were Mayor Robert Oxmacher; Mayor Pro Tem Luke Wagner; Council members Jeremy Holt, Bill Jenkins and Lisa Lake.
Staff estimated that, if right-of-entry agreements and weather permit, contractor construction would begin in June and take roughly two weeks once the panels and gates are in place. The resolution directs staff to finalize contract execution and to coordinate timing with the railroad and CDOT as required.
