The City Council deferred a decision on a site plan for a new two‑unit condominium building at 601 Road to its June 17 meeting after members raised outstanding questions about parking, stormwater calculations and bicycle parking.
Planning staff summarized the project: two one‑bedroom condo units ranging from about 570 to 857 square feet, 18 total parking spaces (18 provided after a Planning Commission‑approved waiver), and a preliminary stormwater analysis showing a small net decrease or roughly neutral impact in runoff compared with existing conditions. The Planning Commission had voted unanimously to recommend approval and granted a waiver to allow 50 percent on‑site parking per the zoning district.
Applicant Dale Edmond told council the master deed and condominium bylaws would be prepared during the design phase and said the development is intended primarily for owner‑occupants, not student rentals. Council members pressed the applicant on rental restrictions and on whether the master deed would include an association approval process for rentals; the applicant said such provisions would be included.
Council members also pressed for more secure, covered bicycle parking. After discussion the applicant agreed to a condition to provide secured, covered bicycle parking — council suggested a minimum of 16 covered bicycle parking spaces to encourage non‑auto access. Staff and the applicant also agreed to finalize stormwater calculations and any required infiltration or detention design before returning with a final recommendation.
Council moved to defer the site plan to June 17 to allow staff and the applicant to prepare the requested documentation and conditions. The motion passed.
