Planning Commission backs conditional use permit for CNPPID sand processing site southeast of North Platte

The North Platte City Planning Commission on May 27 recommended approval of file CU25‑001, a conditional use permit requested by the Central Nebraska Public Power and Irrigation District (CNPPID) to allow continued dredging operations and new commercial sand processing on CNPPID property southeast of the city in an F‑1 floodway district.
Judy, planning staff, described the proposal as allowing CNPPID to process and prepare sediment sand that is dredged from the river and currently piled on site. "The new proposed traffic will be approximately 20 to 30 truckloads per day," Judy said, and staff noted CNPPID plans to place crushed asphalt surfacing on the road used to transport sand to reduce noise and dust. Planning staff had no objection to the conditional use application.
Devin Brundage, representing CNPPID, told the commission the site has been used for dredging since the 1940s and that the proposal would not create a new pit. "We have been doing this since 1940 in the same place, same pit, and we'll do it for the next hundred years," Brundage said. He said the operation currently piles dredged sand in the same location and that the main change would be adding a building (a warehouse anticipated in 2026 or 2027) to process and remove sand more efficiently.
Gary Pearson, president of the North Platte Area Chamber Development Corporation, said the private partner that has signed an agreement with CNPPID—identified by the applicants as the GRIT Group—would be the first tenant at the Industrial Rail Park and would market the processed sand to customers in the broader region.
Neighbors asked questions about which roads trucks would use; planning staff and the applicant said traffic would use the Canal Road to State Farm Road and not residential streets. Some audience members raised wildlife mitigation questions; planning staff said CNPPID has worked on mitigation in the past and would follow applicable requirements.
Commissioner Davies moved and Commissioner Matthews seconded a motion finding the request meets applicable standards in the North Platte Code of Ordinances and granting the conditional use permit with the condition that elements of the application be complied with. The commission’s positive recommendation will be forwarded to the City Council for final action June 3, 2025.
