Summary
The council approved a 10‑year, $262,503.95 annual contract with Axon Enterprise to consolidate body‑worn cameras, fleet cameras, Tasers and interview‑room systems into a single agreement; staff said the bundle stabilizes costs and adds training tools including virtual‑reality scenarios.
The East Lansing City Council approved a 10‑year bundled contract with Axon Enterprise Inc. to consolidate the city’s existing agreements for body‑worn cameras, fleet cameras, TASER devices and interview‑room systems.
Lieutenant Adrian O’Hario of the East Lansing Police Department described the bundled contract as a way to stabilize technology costs, maintain a hardware refresh schedule over the life of the contract and gain access to additional training and software products, including virtual‑reality training modules. He said the consolidated contract was priced at $262,503.95 per year for ten years and that the department has budgeted $250,000 in FY26 for the agreement.
Staff noted grant and offset opportunities: the city’s one‑year membership in the Michigan Municipal Risk Management Authority (MMRMA) makes certain grant programs available after July 1, and those grants — along with other training or CPE credits — could offset some Axon costs in early years. Officers and staff emphasized that Axon’s bundled offering also includes periodic hardware refreshes and ongoing software updates.
Council moved to approve the contract and authorized the city manager to sign; roll-call voting was unanimous. The council record shows the department concluded that maintaining separate contracts would likely cost more over time and forego some of the additional products included in the bundled agreement.
The contract is part of the police department operating plan for FY26 and will be funded from the department’s approved budget with potential future grant support.
