Board to include recently received TCAP scores on report cards, declines to suspend policy

District staff told the Cumberland County Board of Education that standardized test results for grades 3–8 arrived earlier than usual and recommended adding those scores to report cards. Dr. Farley explained the district received 3–8 TCAP results over the weekend and that historically those results did not arrive in time to be included on report cards. Policy 4.7 allows the director to exclude scores from grades if results are not received at least five instructional days before the end of the course. Because the results arrived, staff said they were prepared to compile conversion charts and add roughly 11,000 tests to report cards.
Board members asked about negatives and positives of adding the scores; staff said the main drawback is that parents are not used to seeing the scores on report cards and teachers and principals had only short notice but that inclusion follows board-established policy and gives a more complete record of student performance.
No vote to suspend Policy 4.7 was taken; board members instructed staff to proceed under the existing policy and to add scores to grades as provided in policy language.
Ending: Staff said the Student Information System (SIS) coordinator and office staff are prepared to add scores; the board did not direct a policy suspension and will proceed with inclusion under Policy 4.7.
