Commercial design update: The ordinance revises the city's commercial architectural standards, clarifying a 'consistent architectural consideration' requirement for all building facades (to avoid onerous identical treatment of rear elevations), removing a strict glass-quantity limitation and adding limited exceptions for precast concrete on side and rear walls where not visible from public streets. The ordinance also identifies a small downtown/civic area where brick will be required as part of a cohesion standard for buildings in that core so new construction is visually consistent with the civic center.
Councilmember Broker introduced the motion to adopt the ordinance; Councilmember McDougall seconded. The council approved the ordinance by roll call vote.
DAI development agreement and rezoning: Separately, after a continuation from a prior meeting and a staff update, the council approved the DAI Utah development agreement that rezoned the property at 12270 South 4000 West from R-3 to Commercial Regional (CR) with the site's approved use initially limited to self-storage; the agreement clarifies that, after the development agreement expires, the underlying CR zoning would remain but other uses would require a zone change. The council recorded a motion to adopt the ordinance; the vote carried.
