The Fresno City Council on May 22 approved staff’s recommendation to reject all proposals for a planned mobile fare payment and “mobility as a service” (MaaS) platform and directed staff to revise the procurement and reissue.
Staff described the April solicitation and explained the request drew a wide range of proposals because the original RFP scope was broad; some respondents proposed full turnkey systems while others offered components. The transportation director said staff will refine requirements and either reissue an RFP within weeks or explore in‑house and grant‑funded options for a phased approach that might begin with a paratransit on‑demand capability funded by a recently awarded grant.
Councilmember Maxwell moved approval of the recommendation to reject all proposals and reissue; the motion passed 7–0. Several councilmembers asked for briefings on timelines, grant strings and the technical plan for fare verification and real‑time bus tracking before reissuing a new solicitation.
