Commission approves Shepherds Meadow final plan; nearby residents raise drainage concerns

The Planning Commission on May 22 approved a final planned development for Shepherds Meadow (Shepherd's Meadow) with staff stipulations, after a Brookdale Estates resident raised concerns that earlier construction had caused recurring flooding to adjacent trailers.
What residents said: John West of Brookdale Estates told commissioners that prior work associated with Shepherds Meadow had flooded three resident units repeatedly and that promised fixes had been deferred to phase two of the development. "When they did the first section on there, it flooded the last 3 trailers there," West said, and he urged the commission to ensure the new phase would not repeat past problems.
Staff and applicant response: City staff and the applicant’s engineer said the current final plan includes a detention area and other stormwater controls. Todd (engineer on record) said the drainage for this phase is directed to a west‑side channel and a proposed detention pond; he noted that the previous flooding issue related to a separate east‑west channel that had accumulated sediment.
Applicant: Teresa Bennington (Shepherd's Meadow owner) said the present developer purchased the property in 2021 and that the current plan was scaled down from the original 90 lots to 71 lots in order to allow for detention and floodway preservation. "We've actually scaled this back from the original 90 lots all the way down to, I believe, 71 lots to allow for all the drainage and the floodway and so forth," Bennington said.
Staff direction and condition: Planning staff reiterated that before any building permits are issued the developer must submit a complete, engineer‑stamped drainage plan that complies with the city drainage manual. Staff also told the resident that Public Works can be contacted for any post‑construction drainage complaints and that the city will investigate and pursue remedies if an issue is identified.
Action: Commissioner Vince moved to approve the final plan with the stipulations recommended by staff; Commissioner Mike Gallagher seconded. The commission voted to approve.
Ending: Commissioners encouraged residents to contact Public Works with any future concerns and said staff would forward comments to the design engineer to ensure the detention and channel work addresses the site‑specific issues raised.
