The Rapid City Zoning Board of Adjustment and Planning Commission on May 22 denied a pair of applications from Robbinsdale Entertainment Center seeking to host weekly outdoor music with on‑sale liquor, citing insufficient legally secured parking and concerns about noise, traffic and public safety.
City planner Cassie (Community Development) told the boards the applicant proposed outdoor music events every Thursday from 6:30 p.m. to 9:30 p.m. beginning June 5 through August 8 in a fenced area of the parking lot at 803 E. Saint Patrick Street. "They will be limited the capacity of these events to 300 people total on the property," Cassie said. She said the proposal would require additional parking beyond what the property currently provides.
Why it matters: Staff and the police said the site cannot demonstrate the legally enforceable off‑site parking the code requires, and that amplified live music adjacent to nearby houses poses a likely noise nuisance and enforcement burden. Both reviewing bodies concluded the public‑safety and neighborhood impacts outweighed the applicant’s mitigation measures.
