KPMG organizational assessment begins; county to scope economic development strategic plan
Summary
Marin County began interviews with KPMG to perform organizational assessments for the Community Development Agency, Department of Public Works and Marin Housing Authority and plans to scope an economic development strategic plan for board review in summer 2025.
County staff told the board that interviews have started with KPMG, the county's selected vendor, to perform an organizational assessment beginning with the Community Development Agency (CDA), followed by the Department of Public Works (DPW) and the Marin Housing Authority.
Staff said each department assessment will take about two and a half months and that preliminary findings are expected to return to the board in December. With budget approval staff said they will add two additional analysts to support the assessment work.
Economic development strategic plan: staff also presented a scope for an economic development strategic plan that staff expect to have defined by summer 2025. The county executive said the plan will be led out of the county executive's office with dedicated resources established under the newly approved organizational structure. Staff said the plan will include outreach to the board subcommittee, the 11 cities, special districts, chambers of commerce and nonprofit partners, and that they expect to bring a plan for board adoption by spring or summer 2026.
Ending: staff said the organizational assessment and the economic development plan are separate but complementary work streams; supervisors asked for clarity about how these efforts interrelate and for opportunities to involve community partners early in the process.
