Tracy advisory panel recommends council approve purchase of four container restrooms and showers for emergency housing

The Tracy Homelessness Advisory Committee voted May 21 to recommend the City Council approve a resolution to waive standard bidding and to authorize a purchase agreement with Linked Equipment LLC for four premanufactured custom container units — two restroom units and two shower units — to support the phase 2 site improvements at the city's temporary emergency housing facility at 370 West Arbor Road.
Brian McDonald, Tracy's director of Parks and Recreation Services, told the committee the units are needed to complete the existing facility and to support a recently installed sprung structure. "These custom containers are vital to the completion of the existing facility," McDonald said. He said the containers have already been designed and approved through permitting and that the city has purchased similar units from the same vendor in the past to create living spaces supporting 39 rooms. McDonald said the vendor can deliver in about 12 weeks and staff needs the units by September.
McDonald told the committee staff evaluated other manufacturers but found alternatives would require about a year for design and permitting and would cost "almost double". "This is the most efficient, most effective way to move forward," he said, explaining staff's recommendation to dispense bidding requirements and approve a single-source purchase not to exceed $448,074.
Committee members had no public comments on the item. A motion to accept the recommendation passed; Chairperson Medallia and Vice Chair Abakami each voiced "Aye" when the chair called the question. The committee also approved its consent calendar, adopting the April 17, 2025, meeting minutes by voice vote earlier in the session.
At the end of the meeting staff provided a brief operational update: the sprung structure has been delivered and erected but is not yet finished, and city staff and behavioral health partners are continuing to explore operating options for the site, including running a medical respite program. Staff said additional items related to operations and program decisions are expected to return to the committee this summer.
The committee adjourned at 5:08 p.m.
