City staff on May 21 recommended that the Conroe City Council approve two firms to provide on-call grant-writing services: The Goodman Corporation and the Harper Doss Group.
Mr. McGuire told council the firms were selected after an RFQ process and staff evaluation. He described Goodman Corporation as a long-time partner that currently manages several of the city's transportation grants and recommended Goodman to focus on congressional funding, infrastructure and transportation, community development and housing, public safety, environment and energy, and disaster recovery. Harper Doss Group was recommended as the alternate for grants in areas including historic preservation, public health, economic development, parks and recreation, Texas Water Development Board and TCEQ grants, Texas Parks and Wildlife, and foundation/private grants.
Council members discussed the firms' track records. One council member said Goodman had helped secure large transportation funding in the past and praised their performance; staff noted Goodman has worked with the city previously. McGuire said there is no cost upfront for selecting the firms — the city pays the consultant when services are requested and, in some cases, consultants are paid from awarded grant funds.
Council asked about contract length; staff said on-call consultant contracts typically span three to five years. McGuire said Goodman has at least one year remaining on its current contract.
Staff recommended approval to designate the two firms for on-call grant-writing services; the public transcript records no formal roll-call vote at the dais.
