Council committee hears notice of increased assessments for Tulsa Stadium Improvement District No. 1

Tulsa City Councilor Anthony Archie on Wednesday told the Urban and Economic Development Committee an ordinance approving an increased assessment for parcels in the Tulsa Stadium Improvement District No. 1 was on the committee’s agenda and “this also carries the emergency clause.”
City staff said the council adopted a resolution April 30 directing the filing of the assessment roll and notice of public hearing; the mayor approved the resolution May 7. The notice has been published and mailed to property owners, who will receive proposed assessment amounts for the July 1 billing.
Property owners who object to the amount may submit a written objection to the city clerk. Staff said objections received on or before the deadline may be presented at a public hearing set for June 4 at 5 p.m. The July billing will represent the district’s 17th assessment year; the district is on a 30-year schedule.
Committee members asked about the year-over-year change and objections. Staff said the increase tied to the consumer price index was 2.9% this year and that assessments across 1,350 parcels increased by a total of about $46,000. Staff also told the committee that owner objections are uncommon and that most are resolved before the hearing.
The committee did not take a recorded vote during the discussion; the item will proceed toward the public hearing process where property owners may present objections.
