The Olathe City Council approved an ordinance authorizing the city to act as a conduit issuer to grant a sales‑tax exemption certificate to Kids TLC, a nonprofit project that will have facilities partly located in neighboring Lenexa.
Jamie Robichaud, economy director, said the city’s role is limited to issuing the sales‑tax exemption certificate and that the city is not buying property for the project. He explained that the mechanism allows the organization to purchase equipment and materials tax‑exempt and that the exemption certificate can be issued even if some purchases occur outside Olathe because Kids TLC is headquartered in Olathe.
Robichaud noted the arrangement will also require Lenexa approvals; council members asked clarifying questions about geographic scope and incentives. Council Member Felter spoke in support, saying she appreciates Kids TLC’s work and that the project represents an extension of the organization’s services despite facility location outside Olathe.
A motion to approve ordinance number 25‑15 passed on a roll call vote of 6–0.
