The Board of Mayor and Aldermen on May 20 voted unanimously on a package of ordinances and resolutions covering school budget amendments, procurement renewals, routine purchases and contracts. The following items were approved 7-0.

- Appointment: Teresa Ann Fanning appointed to the Neighborhood Advisory Commission (motion by Alderman George; second Alderman Baker).

- Minutes: Approval of minutes from May 5, May 6, May 12 and May 15 work sessions (moved by Vice Mayor Duncan; second Alderman Mays).

- School budget ordinances (first reading): Amendments to the Fiscal Year 2025 General Purpose School Fund & General Projects Fund; School Nutrition Services Fund; School Federal Projects Fund; and School Special Projects Fund. These ordinances were presented with an attachment labeled "BOE budget amendment number 5" describing details. Each ordinance was approved on first reading 7-0.

- Procurement and blanket orders: Authorization to purchase textbooks and other curriculum materials for Kingsport City Schools and to issue a blanket order for remaining fiscal 2026 materials; a blanket order for copy paper (estimated cost about $90,000) on Tennessee state contract number 77326; renewal of bids for unleaded gasoline and ultra-low sulfur diesel; renewal of bid award for propane and conversion kits to Blossman/Blossom Gas.

- Awards and purchases: Awarded multi-year bid renewals for light, medium and heavy duty automotive repair services; authorized purchase of a 12025 F554 4x4 DuraLift bucket truck from Lonnie Cobb Ford (replacing 2012 and 1993 units); approved purchase of golf course maintenance equipment for Cattails Golf Course from STI (proposal awarded to Smith Tirth and Irrigation LLC as listed in meeting materials) with staff to return to establish funding; awarded proposal for maintenance equipment for Cattails and authorized purchase orders.

- Other: Accepted a $55,000 donation from Friends of Allendale to replace balustrades at Allendale Mansion (contractor honoring bid alternate price); initiated a recipient-to-recipient asset transfer process for former Kingsport Area Transit Service buildings (sites: 109 Clay St., 222 W. Main, 121 Clay St.) to pursue disposition with the Federal Transit Administration and Tennessee DOT; and authorized a resolution for an architectural/engineering engagement for a school chiller bidding process.

Most items were routine, came from the Board of Education or city departments, and were approved without extended discussion. When motions or seconds were stated on the record they are noted above; in many cases the board voted by voice and the clerk recorded a 7-0 outcome.
