The Board of Mayor and Aldermen on May 20 voted 7-0 to adopt the City of Kingsport 2025 strategic plan.
City Manager presented the plan, saying the document reflected work that began in August 2024 with consultant Raftellus and included input from board members, city leadership and more than 2,000 residents who responded to a public survey. Alderman Hayes moved to adopt the resolution; Alderman Baker seconded. The resolution passed unanimously.
The strategic plan outlines goals and objectives the city intends to pursue over the next three to five years, with an emphasis on aligning departmental budgets and capital projects with the plan. The city manager told the board the plan is intended to be fluid: staff will track items back to the plan as individual projects or budget requests come forward.
Board members praised the outreach and the vision statement. The city manager said adoption allows the administration to begin integrating the plan into budgetary, capital and program decisions and to collaborate with community partners on shared priorities.
The board gave unanimous approval and the city manager said staff will report back as specific initiatives and budget items tied to the plan move forward.
