CB2 outlines onboarding and clarifies bylaws on public-member votes and quorum

Valerie Dela Rosa, chair of Manhattan Community Board 2, told the Executive Committee that the board has nine newly appointed members and that orientation sessions are underway to onboard them before the full board meeting in late May.

Dela Rosa reviewed demographic and tenure statistics for the new appointees and said the board is launching a light "board buddy" program and a study group to help newer members integrate with committee work.

She also directed committee chairs to confirm that any public‑member appointees have submitted the required annual application, noting the bylaws require that public members file an application to remain active in the calendar year. "We're going to follow up with those because it is a calendar year," she said.

The chair reminded committee leads of an additional bylaw requirement: committees must record vote tallies separately for committee members (appointed board members) and for public members so a public member’s vote cannot be used as a tie‑breaker for committee votes. "So next month… reports have been turned in, and I'll send an email just with that language from the bylaws," Dela Rosa said.

Committee chairs discussed practical implications: if a committee of six includes one public member and the committee votes 4–1 among appointed members with the public member voting yes, the minutes must show separate subtotals for committee members and public members rather than a single combined tally.

The chair also outlined an ongoing cleanup: staff will check who has reapplied and follow up with members whose applications are missing from the file.

Board leaders said they will circulate the relevant bylaw text and expect committee chairs to present compliance with that process at the next Executive Committee meeting.
