John Hedges (borough staff) provided the assembly with a status update on the school bond projects approved in the 2022 bond package. The update covered project design stages, construction status, expected mobilization dates and projects that are on hold or likely to be scaled back.
Key project statuses noted in the update:
- Seward High School track: The bulk of work was finished last year; track surfacing is weather‑dependent with a contractor scheduled to complete work around June 18, weather permitting.
- Kenai Central High concession stand: Construction is complete and the facility has been used during current activity seasons; only minor exterior sign work remained.
- Kenai Middle School security and food service renovation: Design was approximately 65% complete at the time of the update; staff expected scheduling to overlap with the school year and are evaluating how to execute the work safely while school is in session.
- Nikiski North Star Elementary roof replacement: Design was at 65% and staff expressed concern about contractor workloads; project likely pushed into a future bidding season and may not be completed this calendar year.
- Chapman Elementary (parent/student drop‑off improvements): Prioritized for expedited work this year with a phased approach; Homer Middle and Kenai Middle have smaller, lower‑cost parking/queue and pavement improvements planned.
- Giski High School track and the maintenance shop project: Both were placed on hold. Giski’s track has a design complete but is paused pending decisions about the school’s future and budget availability. The maintenance shop, originally budgeted at $5 million, was placed in reserve and may be scaled back.
- Soldotna High siding and other exterior work: Mobilization scheduled; contractor awarded and work to proceed this summer with a scaled scope.
- Homer High front entrance: Project underway but higher cost than anticipated; local contractor assistance and value engineering reduced scope and it remains slated for completion in the year on a fast schedule.
- Hope School roof: Additional funding allowed this project to be scheduled for spring mobilization.
Why it matters: The bond program funds facility repairs and safety improvements across the borough’s schools. Staff noted that some projects will require staging around school use and that contractor availability and weather are key schedule risks.
Follow‑up: Hedges said teams will next review the draft educational specifications (ed‑specs) and contractor schedules and bring a more refined plan and schedule back to assembly and administration for approval and coordination.
