County outlines staffing and budget steps as emergency manager moves to school-resource role

County administrators told commissioners that the county’s emergency manager, Austin Turner, will move into an SRO (school resource officer) role later this year, which requires budget and staffing adjustments.
Staff explained Austin’s salary and benefits have historically been shared across budgets while the emergency-management position sat under the sheriff’s office. The county previously moved emergency-management funding into a separate line item; staff said the emergency-management line will remain and the county has already budgeted funding for the SRO role in the sheriff’s budget. Commissioners discussed whether any intra-fund adjustments are required now to pay for the SRO while backfilling the emergency-manager position. Staff said the immediate timing should not require a county-wide budget shift because funding for the SRO was already added to the sheriff’s budget and the emergency-management line item is available for a replacement hire. Human resources was asked to prepare a salary grade for the emergency-manager position and to post the vacancy with an appropriate salary range.
Commissioners asked that staff ensure continuity of emergency-management functions and to consider the timing of required trainings and conferences (some occurring in June) while onboarding new personnel.
