Councilor Mike Mayo, who led the push for the commission, said the body would create a public forum for transportation policy and early review of projects, such as Complete Streets initiatives and proposed Flow Streets redesigns. The ordinance would add article 38 to chapter 2 of the Duluth city code and set duties, membership and a process for bylaws to be adopted by the new commission.
