Council signals restart of comprehensive plan process, schedules downtown workshop

City staff and council members discussed resuming the multi-year update to the City of Claremont comprehensive plan and scheduling targeted work on downtown-specific planning tools.
Counsel and staff said the city has paused parts of the comprehensive plan at the council’s direction but that the city has spent roughly $250,000 on the project to date. Planning staff said they are working with the East Central Florida Regional Planning Council and that the consultant is about halfway through the process; surveys and public input have been collected but the consultant has not yet delivered recommended changes.
Multiple council members and public commenters urged the council to unpause and finish the general comprehensive plan update, including a long-overdue revision of the conservation element last updated in 2009, while also pursuing a separate form-based code or overlay for downtown and other redevelopment areas. Council set a workshop on June 17 at 3:00 p.m. to begin focused discussion on downtown issues and to receive additional input on the comprehensive plan path forward.
Staff said an Evaluation and Appraisal Report (EAR) required by the state had been completed within the seven- to nine-year window and that the current effort includes more than that statutory review. Council members emphasized the need for public forums for community input when moving from the current paused status into the next phases, and asked staff to request the consultant set a community forum within 60 days to present results and next steps.
