Council approves rezoning for LTC Ranch Wilder Commercial PUD to advance commercial site plans

The City Council approved first reading of an ordinance (25-32) rezoning roughly 72.88 acres at the future intersection of Midway Road and Wilder Parkway from St. Lucie County agricultural zoning to a planned unit development (PUD) to allow commercial and residential uses.
Cody Sisk of the Planning and Zoning Department presented the application (P24-213) and said the rezoning enables the applicant to advance commercial site plans for the LTC Ranch Wilder Commercial PUD. Sisk said the LTC Ranch DRI has an overall commercial ceiling of 665,000 square feet and an allowance that includes 350 residential units; the applicant is prioritizing commercial development at this phase.
Steve Garrett of Lucido and Associates, representing the applicant, said the property owner has received strong commercial interest and that Wilder Parkway is expected to connect to Midway within about 90 days; the developer is also accelerating four‑laning of Midway east to I‑95. “They have significant interest in commercial development, and we're looking forward to moving it forward,” Garrett said.
The rezoning will also allow the public art requirement to be met by installation of a project called the Ladybug Hideaway in one of the commercial plazas; staff noted that art is part of the PUD’s placemaking commitments. The Planning and Zoning Board recommended approval on May 6; staff found the request consistent with the city comprehensive plan policies cited in the presentation.
No members of the public spoke on the item. Council approved Ordinance 25-32 on first reading; a second reading will follow per the city's ordinance procedure.
