Council asks staff to gather feedback on ADR process and consider improvements

Council members emphasized they value ADR's role in offloading technical review from the council but want to explore whether procedural changes, improved communication or more back‑and‑forth during ADR could reduce time and cost for applicants.
Multiple council members urged a cautious approach so that any review preserves ADR’s independence and expertise. The council did not take formal action but directed staff to work with ADR leadership to solicit community and ADR feedback and return with recommendations or options.
"I would rather do those kind of offline rather than…having it as a council item," one council member said, urging staff to coordinate with ADR and the planning director on improvements. Staff agreed to begin collecting feedback and report back.
